The Solid Waste Management Centre at Monroviawatta, Rajgama was established in the year 2012 for the management of waste of 7 local government authorities of the Galle District. The Centre was constructed with the provisions of the Piliisaru National Waste Management Project of the Central Environmental Authority and the provisions of the Southern Provincial Council and at the inception 7 local government authorities, the Central Environmental Authority and the Department of Local Government on behalf of the Southern Provincial Council entered into an agreement. In terms of the said agreement, the administration of the Centre has been entrusted to the Local Government Department of the Southern Province.

Though 7 local government authorities brought waste to the Centre at the beginning, the waste of only 5 local authorities is managed at the Centre as of now.

The local government authorities that bring waste to the Monroviawatta Solid Waste Management Centre are;

  • Galle Municipal Council
  • Hikkaduwa Urban Council
  • Rajgama Pradeshiya Sabha
  • Bope Poddala Pradeshiya Sabha
  • Balapitiya Pradeshiya Sabha

When garbage, sorted as biodegradable and non-biodegradable, is brought to the Centre by the above local government authorities, biodegradable waste is directed to the composting site for manufacturing organic fertilizer and non-biodegradable waste is directed to the temporary sanitary landfill site.

The Department of Local Government, Southern Province has in carrying out administration of the Centre has deployed the following staff to serve in the Centre under the supervision of the departmental officers.

At the Centre which has the capacity to manage 40 metric tons of waste per day, compost is produced from biodegradable waste and a kilogram of compost is sold at Rs. 10.00. For bulk purchasing of over 1000 kilograms, arrangements have been made with the agreement of the Local Government Commissioner to sell a kilogram of compost at a concessionary price of Rs.8.00 per kilogram. In addition, compost is supplied free of charge under special approvals for schools, local government authorities, public institutions, Divisional Secretariats, Sri Lanka Police, the three armed forces and special projects of the government.
