Facing Emergency situations
- Making the staff participated in early warning preparedness programmes conducted by the Galle District Disaster Management Centre to create awareness as to how they should handle emergency situations such as sudden fires and tsunami early warnings.
- Implementing the building clinic programme with the objective of providing knowledge, instructions and guidance required to monitor construction works carried out in the province.
Training and Capacity Development
- Conducting 07 training programmes for members newly elected in 2018 to the local government authorities in the Southern Province in locations outside the province with practical activities on general rules and regulations and procedures of local government authorities.
- Officers were made to participate in training programmes as per the annual training plan.

- Referring officers for postgraduate courses and granting provisions thereto.
- Offering foreign training opportunities for staff officers and a group selected under each category of service.
- One day training programme within the officer premises and outside for officers conducting lectures on productivity concept.
- National Productivity Competition 2018- The office of the Department of Local Government of the Southern Province participated in the National Productivity Competition 2018 under the state department category and micro scale institution category representing the offices of the Assistant Local Commissioners and local government authorities.
- 30th November 2018- The Local Government Sports Festival was held under the patronage of the Hon. Chief Minister at St. Aloysius College Grounds, Galle with the objective of fostering cooperation and amity amongst local government authorities in the Galle District with the participation of staff members of all local government authorities in the Galle District.
- 29th November 2018- The Local Government Sports Festival was held under the patronage of the Hon. Chief Minister at Hakmana Pradeshiya Sabha Grounds with the objective of fostering cooperation and amity amongst local government authorities in the Matara District with the participation of staff members of all local government authorities in the Matara District.
- 27th November 2018- The Local Government Sports Festival was held under the patronage of the Hon. Chief Minister at the Angunukolapellassa Pradeshiya Sabha Grounds with the objective of fostering cooperation and amity amongst local government authorities in the Hambantota District with the participation of staff members of all local government authorities in the Hambantota District.
- Obtaining information about special skills and talents of staff members through an application form and according them opportunities to showcase such skills. Employees with talents in sports were thus identified and opportunities were given to compete in their pet events.
- Public Management Assistant Mr. M.D. Nilanga Premaratne who was one such sportsman won the third place in the long jump at the Southern Province Public Service Sports Festival 2018.
- Giving opportunities to hone writing skills by submitting creations to ‘Sithuwili Wimana’ literary journal.
- Organizing a leadership training programme for officers outside their places of work for capacity development.
- Under the programme for sharing experiences, an observation visit was organized to Jaffna Local Government Assistant Commissioner’s office and the Kytes Pradeshiya Sabha.
Improving performance of local government authorities
- Organizing awareness programmes for extending necessary support for local government authorities to take part in productivity competitions.
- Organizing training programmes for staff of local government authorities.
(Preschool teachers, training programmes /solid waste management training programmes / other training programmes) - Holding audit management committees in local government authorities.
- Providing computers to optimize duties of offices of local government authorities.
Rs. 14 million has been allocated for preschools, libraries and ayurveda dispensaries under province specific local government other services under which 15 projects have been implemented.
- Granting books to the value of Rs. 11,688,091.82 with the patronage of Asia Foundation for preschools run by local government authorities,.
- Supplying necessary medical equipment and other requirements at a cost of Rs.3 million for ayurveda dispensaries of local government authorities,.
- Conducting 03 ayurveda clinics covering the 03 districts.
- Providing books valued at approximately Rs. 17.5 million for examination and other academic purposes to libraries of local government authorities.
Rs.17 million was apportioned under the criteria based crematorium development whereunder 12 crematoria and cemeteries were developed.
Rs.14 million was allotted under the criteria based weekly fair development under which 13 projects were implemented.
Solid Waste Management
- Developing the Monroviawatta solid waste management centre auditorium, the access road and vehicle washing yard at a cost of Rs. 10 million.
- In the year 2018, compost bins were provided to local government authorities and bins for sorted garbage to preschools in the Southern Province.
- Commencing a solar power project at a cost of Rs. 105 million concurrent to the Monroviawatta solid waste management project.
Welfare of Employees
- Measures have been taken for welfare of the officers of the Department of Local Government by establishing the Welfare Society. Financial facilities are extended to meet welfare needs of members and their family members.
- Providing a uniform to each officer by the Welfare Society to be worn on Wednesdays which is the public day.
- Providing a t-shirt to be worn during special events held in the office and outdoors.
- Offering a gift to all members on their birthdays.
- Organizing an alms giving annually to the Bonavista Home for Elders, Unawatuna, Galle with personal cash donations and participation of all officers.
- Extending financial assistance in emergencies and accidents.
